Aden Duale challenges Rigathi Gachagua to Provide Proof Over Company Claims

Health Cabinet Secretary Aden Duale has challenged former Deputy President Rigathi Gachagua to provide documentary evidence to support claims linking him to Convergence Network Limited.

In a statement issued on Tuesday, Duale said Gachagua had not produced a CR12 form from the Business Registration Service, which identifies a company’s shareholders and directors. He argued that the document would clarify ownership, yet it has not been presented.

Duale rejected the allegations and described them as based on ethnic profiling rather than verifiable facts. He criticised claims that Abdullahi Abdi Sheikh, a director of Konvergenz Network Solutions, acts as his proxy, stating that the assertion relies only on their shared Somali background. He added that Sheikh’s 5 per cent stake in the company is formally registered and transparent.

The Cabinet Secretary also referred to remarks made by Gachagua at a church event in Kiambu in January, where he allegedly linked a Somali-owned mall in Eastleigh to criminal activity abroad. Duale said such statements contribute to a narrative that questions the legitimacy of Somali-owned businesses and warned that this undermines national unity.

The dispute is linked to a Sh104 billion healthcare digitisation tender awarded to a Safaricom-led consortium that included Konvergenz and Apeiro Ltd. Duale said the procurement followed restricted tender provisions under the Public Procurement Act, was reviewed by the National Treasury, and was upheld by the High Court. He acknowledged concerns raised by the Auditor General but noted that no court has found evidence of fraud or concealed ownership.

Duale called on Gachagua to provide concrete evidence if he believes there was wrongdoing. He urged him to identify the companies involved and trace financial flows rather than rely on allegations.
