MP Rigathi Gachagua Wants Foreigners Restricted to Tenders Worth over Sh1 Billion in New Bill

A Member of Parliament has drafted a new Bill seeking to have foreigners restricted to government contracts worth more than Sh1 billion.

In his Bill, Mathira MP Rigathi Gachagua says the proposal aims at blocking Chinese nationals and other foreigners from doing jobs that can be done by Kenyan citizens.

The first-term parliamentarian argues that many companies owned by foreign citizens, especially the Chinese have taken over local supply businesses, denying Kenyans thousands of job opportunities.

He says that local companies and businesses owned by Kenyans are struggling to find market for their products and wants changes introduced to the Public Procurement and Asset Disposal Act to cure the wrongs.

“We are staring at a very glaring picture. We are having what I would call the Chinese economic invasion to the republic of Kenya. This people came here slowly and slowly they are kicking the owner of the house out, economically,” says Rigathi.

He wants the law amended to force the government to give tenders worth Sh1 billion and below to locals firms that are 100 percent owned by Kenyans.

“What is annoying us is that once they get a contract the materials coming for the construction is procured from China, and they import it duty free,” adds the Mathira MP.

Gachagua says foreigners are impoverishing Kenyans by repatriating all their profits to their countries.

Why can't Uhuru see what is happening with his own people? This is very sickening and when he talks he is giving ultimatums to others like he owns Kenya. He needs to be kicked out. I would rather have Chipukezee for president

Mr.Gachagua is on the right direction, however there should be no limit. Foreigners should do only what a local is not capable of doing. Kenya should buy only what cannot be made in Kenya. Our leaders should ask themselves: Who are we? We pray to foreign God's, we wear foreign clothes, we carry foreign names, we eat foreign food,medicine and consume foreign education. Uhuru in the name of his legacy invites foreigners to make our roads. Then invites foreigners to make our cheap houses, to cook for us. In the name of his legacy, Uhuru will have empty structures standing and population that has no life. Are Kenyans being reduced to idle people. Why are Kenyans paying for school? To get degrees and sit home? Before Kenyan citizens sit home and do nothing, they should make sure their leaders sit home and do nothing. It's time for Kenya to start importing only what Kenya can see, touch and that which cannot be made in Kenya. Any other fake services should be stopped. God give Kenya leaders not politicians. God help Kenya!!!

Anonymous, on the surface MP Gachagua is onto something until you dig deeper. Roads in Kenya were completed by local companies such as Kirinyaga Construction and SS Mehta and sons for years until the Chinese came into the scene and showed what quality looks like. As I write this, we are in the process of completing arrangements for a family friend to seek medical attention abroad after misdiagnosis at Nairobi Hospital and near death at the hands of Kenyan doctors who were mostly interested in the bill accumulation rather that my friend's wellness. Seeking a second opinion, a doctor from India was called in and he performed emergency surgery within two hours of seeing my friend. He's extremely lucky to be alive. There's apparently a new rule for all those seeking medical attention in India. They need a Ministry of Health letter. Doctors are only interested in the business side of medical care. You can argue this at a local level as well. I run business in my area which happens to be in Kikuyuland. For years, I employed locals but they only seemed to sabotage my job by stealing money, time, materials and extremely poor quality work...after I cast my net wider for workers, I have lasted 14 years with a manager and at least five years with my other mix of Kyuk, Kamba, Luhya and Luo employees. A relative had the guts to ask me to fire my manager and hire him a couple of years ago. Gachagua is crying foul over deals that he sees passing him by not majority Kenyans.

@ Nani yes Kirinyaga got the contracts and lost them after taking years . whose fault was it corruption from top to bottom. are you in favour of chinese . chinese does not give even the smallest window opening. Recently the hotesl refused to honour bookings for business individuals who had gone to china to buy commodities . why do you think Malysia has cancelled chinese contracts . Chinese are new slave masters. take the example of Zambia which is broke . Chinese will take over Africa after we cannot pay debts . They have so much money to invest in countries . I mean they are buying africa with debts as we watch .

My point is that Gachagua has been a no show when Kenyans received sub standard work from previous contractors. Until recently, Nairobi was littered with multi millionaires who couldn't explain the source of their wealth. The noose has been tightened and that is the only reason they are crying foul. Why did CS Macharia and Aden Mohammed leave lucrative corporate jobs to head ministries that pay less than a quarter of their previous salaries? Chinese are taking advantage of a mess of our own making.

@Mwangi and Nani you both right. When I compare the two, ie our Kenyan contractors vs Chinese, I see Chinese as the bigger threat and should be tamed. I acknowledge they have brought quality to our infrastructure something kirinyaga company could not do and there he is resting in the Senate after having thieved big time. Perhaps we should look more into the message not the messenger. These Kenyan contractors should be held accountable for the work done and blacklisted if necessary and thrown to jail. But as you say Nani we have to blame ourselves for the situation we find ourselves in.

Gachagua should first call into accountability , the local road construction companies that just take years on end to finish a road if they ever do. Plus quality is of low degree I would rather have the Chinese build just roads and bridges for now until we do our diligence. There so much corruption and lack of accountability that the son of Jomo is just gasping for breath trying to chase the ghosts of corruption that were sown as he continued fighting for survival until recently when a handshake was born.Uhuru just doesn't know where to start or stop for now. Until then, let wananchi get the best roads and bridges, in record time, then our local contractors will hopefully have learnt how to complete a job well! Hey, good idea brother Gachagua, but let's first start from what we know, to unknown, and not just be political

Rigathi you need to be commended . you are one of a kind first time as MP and highlighting what is wrong with UK government. China is on a mission to take over AFrica but it is our African leaders who are taking us to that journey of destruction. They steal the money we are left in debt, inflation climb up and children of our children will live to pay the debts we shall fail to pay they will live in slavery

Right! so, before we chase the Chinese road contractors, let us fix our leaders first. All the problems of road construction dragging for years, and then they collapse in only a few months of use came from our leaders, who only think of their stomachs and families.

Local contractors who build roads that wear off even before they are used, as well as local doctors who let patients die under their care should all be jailed or killed. Hii maneno ya huyu mp ni upuzi mtupu.
