National Super Alliance (Nasa) leader Raila Odinga has opposed a Bill that is seeking to introduce a single seven-year term presidency and a powerful Prime Minister, who will head the government.
In a statement after a meeting attended by Wiper leader Kalonzo Musyoka and Amani National Congress leader Musalia Mudavadi, Raila said the Bill, sponsored by Tiaty Member of Parliament William Kamket (Kanu), was a scheme by Jubilee to sabotage Nasa's quest for electoral justice and reforms.
“Nasa takes a dim view of the bill by Jubilee-leaning MP to create a one-term, seven-year presidency and an executive Prime Minister as head of government," Raila said.
He continued: "We ask Kenyans to treat the bill as a side-show and an attempt by Jubilee to scuttle Nasa’s quest for electoral justice that will entail fundamental reforms to how elections are conducted."
"The MP (Kamket) is a mere agent of vested interests and the forces of impunity that NASA is keen to dismantle. The changes NASA is seeking are contained in the Bomas Draft Constitution. The Bomas Draft contains cures to the problems of inclusion, strengthening of devolution, the shape of the Executive and security sector reforms," Raila said.
However, Jubilee Party, through Leader of Majority in the National Assembly Aden Duale, distanced itself from Kamket’s Bill, noting that it is a privately sponsored Bill.
“Hon Kamket is a KANU MP and the records are very clear. And therefore the proposed bill which he seeks to bring to the house is not a Jubilee party sponsored bill. The proposed bill has nothing to do with the Jubilee party,” the Majority leader said.
Appearing before the Parliamentary Budget Committee on Thursday, Kamket told members that the proposed Constitution (Amendment) Bill, 2017 will cost Kenyans Sh10 billion if it proceeds to the referendum.

But this bill is anout Kenya and not Peoples Republic. Has Raila forgotten where he belongs ?
Rao blames everything on Jubilee. 10b is comparable to what Kenyans have lost through riots, demos, killings, graft, elections nkt. Rao is in no position to talk about this bill. Let elected members decide and, if the referendum is in offing , so be it. The Wanjikus will decide.
If and only if, I, were to give my personal opinion, it would be: SHELF THE BILL TILL AFTER 2022 GENERAL ELECTIONS. At that point there will not be Luo complaints agains Kikuyu as none of the two will be at the helm.
