Raila Prefers Return of Prime Ministers Post

Cord leader Raila Odinga has revisited his preference for a parliamentary system, that would pave the way for re-introduction of the position of prime minister as head of government. Raila, who held the premier’s post in the Grand Coalition Government he shared with retired President Kibaki told Kenyans to decide on whether to adopt a parliamentary or presidential system.

Raila, who spoke at a press conference hours after returning from Mozambique to observe elections, brought up the subject when he addressed the issues of whether Cabinet Secretaries should be summoned to answer questions in Parliament.

He said he sided with the government that had opposed the new rule by MPs to stand in the floor of the House, noting that under the current system that was not constitutional. However, the former Prime Minister said CSs can only appear before Members of the National Assembly under a Parliamentary system which he said was better suited for the country.

Re-introducing such a system would see the return of a PM and Raila’s statement could be read to mean he would root for it in the referendum he is pushing for. Raila, supported President Uhuru Kenyatta’s decision to stand firm against the move by MPs to summon MPs to appear before the House, saying it was impractical under the current system.

He said the current stand-off between the Executive and Parliament calls for the need for Kenyans to decide on the system of governance the country should adopt, either parliamentary or presidential.

He also said the country could have the option of borrowing a leaf from other countries such as Uganda and adopt a hybrid system, where half of the Cabinet secretaries are picked from Members of Parliament and others are from technocrat brackets.

But even as he opposed the summoning of CS’s to Parliament, Raila said the country needs to make a decision on the kind of system to adopt, saying there was no point in re-inventing the wheel. His sentiments come a week after Parliament bowed down to pressure from the Executive to suspend Cabinet Secretaries appearances to respond to questions.

Lands CS Charity Ngilu had already appeared before MPs last week, but her Education and Interior counterparts Jacob Kaimenyi and Joseph ole Lenku failed to appear. “We must choose the kind of governing system we want…the Executive can only appear before a Parliamentary Committee because they are not MPs. Members should not invite them to the floor of the House,” said Raila. - Nation.co.ke

By the way,does he have a favorite sport or is it just me who notices that he has none and even he could be missing on giving Ida her conjugal rights? He is so obsessed with listening to himself that he even forgets about it and other pertinent things like sleeping.I am told that is why we see him on camera sleeping at his stupid political gatherings.He has the Ojinga DNA.

Nonsense nonsense Kenyans are not going to create any other post for you;After losing elections dearly u need to forget that u have expired long time ago,juu even when u bcome the prime minister all u did is entertain corruption n make the same noises u do everyday;Already Kenyans r struggling to pay for the governer,senators so adding the that most will b more burden.I have said again n again that raila hataki referadum he is trying to create his post nahii hatahappen.

Not again Raila! The coalition government and its unceasing wrangles is the reason Kenyans settled for the current system. If you have two 'elected' top executives stalemate will be the order of the day. One other thing; that arrangement did not end corruption as he would have us believe. It created two eating camps, each complete with its own mega scandal. Tell us something else...

Reminds me of the saying, "if you are in a hole, quit digging." I am so glad that no government official of any significance is responding to Raila's changing goal posts. I just got back from Kenya a couple of days ago and the telltale signs of a dying horse is when friends who were die hard ODM supporters have recently bolted and become independent. These shenanigans surely are the kicks of a dying horse.

Raila's contributions to the Kenyan society is totally irrelevant. He is caught up trying to be in government for the sole reason of his pride. We had elections, he lost fair and square. The best he can do for himself is to hang his boots and even seek asylum in another country. We are tired of his shenanigans. If it is not him a victor the game was not fairly played and officiated. Who still listens to this madman? Is he the father of democracy and good governance? Absolutely NO! What kenya needs is development at any cost. As a matter of fact Raila is a political nuisance and a reject. I mute my audio anytime he utters any word which amounts to nothing. Kenya belongs to us not Raila. Pumbavu!

@Vitendawili Ojinga, I respect your opinion and by the way I do not at any time ascribe to Raila's brand of politics. However, I think you have stepped further than it is necessary by bringing in his family. I think it would be prudent to talk about Raila

What a shame. What kind of a leader is this? How can you vigorously campaign for the constitution in 2010 then reject it. Me thinks the guy needs a thorough mental check up. People are still following a fellow who may be senile. Let him retire and rest in peace. Kenya is bigger than him and Kenya would do better without his selfish nonsense.
