Govt Exposes True Identity of Russian Man Linked to Hidden Camera Videos of Women
Ghanaian authorities have identified 36-year-old Russian national Vladislav Luilkov as the suspect at the centre of a growing scandal involving the alleged secret filming of intimate encounters with African women without their consent.
The Ghanaian Ministry of Communication released details of Luilkov’s passport after consulting with the Russian ambassador in Accra. Communication Minister Sam George confirmed that Ghana has begun international legal proceedings through INTERPOL to ensure the suspect faces charges should he leave Russian territory.
“We have activated international legal action to make him answer for his actions within Ghana,” George said.
The case has also drawn attention in Kenya, where the Directorate of Criminal Investigations (DCI) has urged victims and witnesses to come forward. Kenyan authorities have condemned the circulation of the videos as a serious violation of privacy.
Initially, confusion surrounded the suspect’s identity, with early reports suggesting he was a Russian content creator known as “Yaytseslav,” a self-described “pickup artist.”
However, Russian officials later clarified that this name was fictitious, and in fact a vulgar expression in Russian. Ambassador Sergei Berdnikov stated that, while the name was false, Russian authorities were aware of Luilkov’s activities abroad and had begun their own investigation.
Russia’s policy of preventing the extradition of its nationals complicates Ghana’s efforts, meaning international cooperation remains the only avenue for legal action. For now, Ghana is relying on INTERPOL to prevent Luilkov from evading justice if he leaves Russia.
