Raila Warns MPs Against Undermining Devolution Ahead of 2027 Polls

ODM leader Raila Odinga has cautioned Members of Parliament (MPs) against interfering with devolution, asserting that their actions could negatively impact their prospects in the 2027 General Election. 

Speaking at the funeral of former Kisumu Town West MP Ken Nyagudi, Odinga accused lawmakers of obstructing the transfer of devolved funds to county governments, an issue he warned could become a central campaign point. Odinga criticizes MPs for delaying county budgets and encroaching on responsibilities constitutionally assigned to county administrations. He emphasizes that this conflict between national and county entities is hindering the full implementation of devolution. 

He specifically rebukes MPs for engaging in development projects such as road and school construction, which he argues fall under the purview of county governments. According to Odinga, this practice compromises their oversight role and raises concerns about transparency and accountability.
The opposition leader reiterates his stance against the National Government Constituency Development Fund (NG-CDF), deeming it unconstitutional, and urges for equitable resource distribution to counties. 

He challenges MPs to honour the commitment to allocate at least Sh500 billion to counties, a figure stipulated in the 10-point agreement between his Orange Democratic Movement (ODM) and President William Ruto’s United Democratic Alliance (UDA). Odinga dismisses claims of widespread corruption among governors, stating that any allegations of mismanagement should be addressed through established legal channels. He also condemns attempts by MPs to control funds such as the Roads Maintenance Levy Fund, viewing such actions as a violation of the constitutional principles of devolution.

Echoing Raila's sentiments, other ODM leaders have rallied in support of devolution and party unity. Energy Cabinet Secretary Opiyo Wandayi describes the collaboration between ODM and the Kenya Kwanza administration as beneficial to citizens, while Siaya Senator Oburu Oginga calls for an end to unwarranted criticism from ODM’s former Azimio allies. Kisumu Governor Anyang’ Nyong’o also emphasizes the importance of party unity and integrity in strengthening governance at all levels.

Devolution or taking corruption to the grassroots is as dead as it’s signatory,Mwai and his companion,muuaji Amollo.It was forced on Kenyan fools who were tricked that it will be funded by developed Western countries.But they regret as none of them benefited other than a group of 10000 elite gangsters who change as they wish.
