Director of Public Prosecutions (DPP) Noordin Haji on Monday ordered the arrest of Treasury Cabinet Secretary Henry Rotich in connection with the alleged loss of Sh19 billion in the Arror and Kimwarer dams’ scandal.
Haji ordered for the arrest of Rotich and 27 other suspects believed to have been involved in a scheme that led to the loss of taxpayers’ cash.
Addressing the press, Haji said investigations launched in September 2018 established that procurement laws were circumvented in order to award the tender for the building of the two dams to bankrupt Italian company named CMC Di Ravenna.
“Upon investigations by the DCI, it was established that the conception, procurement and payment process for the Arror and Kimwarer Dam projects in Elgeyo Marakwet County were riddled with massive illegalities,” said Haji.
“The investigations established that government officials flouted all procurement rules and abused their oath of office to ensure the scheme went through.”
Haji noted that a contract signed between Kerio Valley Development Authority (KVDA) and CMC Di Ravenna stated that Kimwarer Dam would cost about Sh20 billion while Arror Dam would cost Sh25 billion.
However, officials from the National Treasury negotiated a commercial facility, increasing the combined amount for the two projects to Sh63 billion instead of about Sh45 billion.
Haji also directed the arrest of Treasury Principal Secretary Kamau Thugge, Susan Jemtai Koech (PS, Ministry of East African Community), David Kipchumba Kimosop (Former Managing Director, KVDA), Kennedy Nyakundi Nyachiro (Chief Economist and Head of Europe II Division, National Treasury) and Jackson Njau Kinyanjui (Director Resource Mobilization Department, National Treasury) among others.
The suspects will be charged with conspiracy to defraud, willful failure to comply with applicable procurement procedures, abuse of office, and fraudulent acquisition of public property among others.
CS Rotich and PS Thugge have since presented themselves to Directorate of Criminal Investigations (DCI).

Well like they will stay a day in jail- we have seen this many times. Some will run away back to their palatial home in DC.
Henry Rotich is a criminal and needs to be locked in when arrested. No bail.
KENYA needs a vacuum sucker for deep root cleaning - translation - copy & paste Sudan.

Otherwise, corruption is a serous rot underneath all the previous and current Administrations tired up with the untouchable families and very close friendly investors - who're deal executors.
--------------------------------------------------------------------
It is a long term phenomenal in Kenya, taking economical criminals to court as a way to exit the case.
--------------------------------------------------------------------
BELIEVE ME THERE'S NO WAY OUT OF THIS EXCEPT THE WANAINCHI TO THE LONG TERM STREETS DEMONSTRATION FOR TOTALLY OVERALL CHANGE IN LEADERSHIP ROLE, ALL TRIBE REPRESENTATION AND ONE-TIME PRESIDENCY TERM ETC ETC.....
Ukweli kabisa and when these thieves are gone, be very careful not to put back different pple with same mentality, we need fresh blood and energy to clean out the entire system. Most pple in diaspora would rather be in Kenya helping build kenya but the enviroment there is just toxic to someone who is not willing to engage in corrupt means
Haji is doing great but no support from judiciary who are being bribed all the time, u hear someone who is criminal is out on bail and the money stolen is gone, when charged is given a minute fraction of what was stolen ati to pay, he/ she makes profit, and worst still given office position, come on SERIKALI
@Bwana,if you have followed my posts you may remember that on numerous occasions ihave said the samething uou have alluded to in your last paragraph. The power to effect change is with people. If they match and engage in civil demonstrations to push out these crooks, believe me the crooks will disappear. Its people who elected them, and it's the people who can force out these corrupt leaders. We have see how slow the wheels of justice turn in kenya,if the ever turn at all in the right direction.
It is a circus. News is when they will get jailed after returning the looted money
