Police Reveal Identity of Kenyan Woman Behind Fake State House Tenders

The identity of a Kenyan woman believed to be the mastermind of a scheme where unsuspecting Kenyans have lost millions of shillings through fake State House and Office of the President tenders has been revealed.

Police say the woman is identified as Joy Wangari Kamau and often introduces herself as “Ms. Muhoro.” 

The Sunday Nation reports that Ms. Kamau masquerades as a project manager or a senior State procurement officer and plays a key role in convincing targets on the authenticity of the contract documents.

“She is the lady we have been looking for. She is suspected to be the mastermind and engineer of the whole scam,” a detective privy to the investigation told the Sunday Nation.

She is reportedly highly connected and has in the past been spotted with senior politicians and government officials.

Detectives from the Directorate of Criminal Investigations (DCI) have launched a hunt for Ms. Kamau and her male accomplice who poses as a senior military officer.

Last year, Ms. Kamau was arraigned in a Nairobi court alongside three others including a former employee at Deputy President William Ruto’s office.

The four were charged with defrauding a Makueni businessman Stephen Ngei of Sh180 million through a fake laptops tender.

The court has issued a warrant of arrest against her and canceled her Sh500, 000 bond for absconding hearings in the fraud case.

She is also accused of defrauding Charles Gathii of Sh116 million in a fake contract for the supply of laptops to State House and Department of Defense (DoD).

In this instance, she is reported to have introduced herself to Gathii as “Patricia Mareka”, a State House procurement officer.
