Why MP Babu Owino Doesn’t Want Billions Stashed in Foreign Accounts Returned to Kenya

Embakasi East Member of Parliament Babu Owino says returning billions of shillings hidden abroad by graft lords is a bad idea.

Reacting to a deal for the recovery of the funds acquired through corruption in Kenya and stashed in foreign accounts signed between President Kenyatta and his Swiss counterpart Alain Berset on Monday, the MP said the funds should be used to repay the billions of shillings Kenya owes China. 

The deal is dubbed the Framework for the Return of Assets from Corruption and Crime in Kenya (FRACCK) and is backed by the United Kingdom and the Jersey Island.

Taking to Twitter, Babu argued that the cash would probably be looted again when returned to Kenya, stating that it should instead be channeled to China for debt repayment.

“The frozen Kenya’s money in Switzerland should be channelled directly to China as part of our debt repayment. Hio pesa ikirudishwa Kenya itapotea kwa upepo!” tweeted Babu.

In a statement, the President's office said the assets recovered under the framework will be used to fund projects in the health sector, one of President Kenyatta's big four agenda.

"A steering committee comprising the Executive Office of the President, the Attorney General, the National Treasury, the Assets Recovery Agency, Ethics and Anti-Corruption Agency and envoys or representatives representing the partner countries will be established to implement the deal."

"Parts of the roles of the team will be identifying potential assets to be recovered, identifying potential implementing organisations, decide unanimously on priorities for the use of returned funds, monitor progress in returning assets, receive reports on the progress of projects funded through recovered assets and learning lessons for future returns," a statement from the president's office read.

Kenya owes China billions of shillings given as loans for various infrastructural projects including the Standard Gauge Railway.

I cannot support Babu Owino on this. Why? If the money acquired by Kenya through debt financing is invested wisely, it should generate substantial cash flows sufficient to service the scheduled debt repayments. The debt repayment schedule has levels of accountability. Therefore, using the funds stashed abroad by graft lords to repay existing debt will disrupt the established repayment procedure. It is more prudent to use the graft lords money to finance new projects as suggested by Mr. President.

@Sokwe, i disagree with your rationalization because obviously Uhuruto's govt has proven to be the most corrupt and have lacked accountability. What happened to the billions of money that have been embezzled more than 3 times in the ministry of health? USA recently suspended 21 billion in Health Care aid to Kenya for the same reasons. You seem to acknowledge that it is okay for continuation of corruption just because people have been corrupt in the past. Uhuru is trying to fight corruption and that is the reason why we need to segregate the money borrowed from China from any other sources of funds. If you pay existing debt from the money from Swiss banks, you will be commingling funds. Commingling of funds is not acceptable in the accounting world.

What procedures are those and who established them? Can they not be tweeked to work best for a particular country? Uhuru cares more about his big four agenda and not corruption. Why would anyone give this gova more money? Actually all borrowing should be stopped until we can figure out what the heck is going on.

I fully support Bob Owino. If Kenyans are being mistreated because of debt to China, the whole of that money should repay that debt instead of new agendas. We don't need any health improvement because our citizenry will be sick anyway from lack self respect if the government allows them to be mistreated by the Chinese. First things first. Pay the debt first.
