Auditor-General Edward Ouko has unearthed what could be another scandal at a government institution involving billions of shillings.
In an audit report tabled in Parliament, Ouko says the Ministry of Health cannot account for 2.7 billion shillings meant for the purchase of portable container clinics, free maternity, family planning and managed equipment service in the 2015/16 financial year.
“Out of the 100 portable clinic containers contracted to be supplied by M/s Estama Investment Limited, only 80 LPOs were availed for audit review,” Ouko says in the report.
The Auditor-General says he could not find out how the Ministry spent Sh1 billion allocated for the purchase of portable clinics, Sh879,088,560 set aside for Free Maternity Fund and a further Sh800 million for family planning and medical equipment services.
Further, Ouko says audit established that the Ministry breached numerous provisions of the Public Procurement and Disposal Act and Public Procurement Regulations in the procurement of 100 portable container clinics at a cost of Sh1 billion.
"Funds amounting to Sh2,679,088,560 had procedural infractions and could not be accounted for," Ouko says in the special report.
Business Daily reports that a leaked internal audit report at the Health Ministry shows that billions of shillings were lost in a scam involving diversion of funds, inflated prices, double payments, and manipulation of the Integrated Financial Management System (IFMIS).
The internal audit report says Sh889 million meant to be released to county governments to support the free maternity programme and purchase of mobile medical clinics for urban slums were diverted.
“The special audit team encountered challenges in an effort to execute and report on the audit in time. These include missing documentation to support the request for approval of the supplementary estimates amounting to Sh2,552,087,201, therefore justification of the supplementary estimates could not be reviewed,” the report says as quoted by Business Daily.

This is sickening. Seems like we are sick to the core. Is this why people fight for positions that take them near the moneybags? Something big needs to be done. I am sure this money can be traced and recovered if we had the political will. Stop telling us about 2022. Do what is necessary at the moment. Stop this scourge. Ruto, Uhuru, Matiangi and the rest, we demand an answer and a solution now. Scams everyday are making us mad. Root them out.

This is getting confusing and the civil society went to sleep after the handshake. Someone should be able to put all these corruption cases in perspective plus follow up for easier understanding to the common mwananchi.
We cannot wait until 2022. Uhuru and Ruto must resign. When? Immediately.
Do you honestly think if Ruto and Uhuru leave office today the corruption will end, they are not the ones issuing payments to people who provided no service or delivered anything, this war will have to be won one battle at a time, the cabinet secretaries should be telling us where the money is. I do belief that the government should come up with better procedures to increase accountability.
This 2.7 billion missing is for FY 15/16.I would think that its very possible that alot more is missing from 2015 downwards.That kind of money just cant"miss".It did not evaporate.There is a trail.Just like in the NYS scandal, we need afew top shots in jail.Keep on the pressure and finger pointing will start.

Just like checks and balances are ignored.The government is corrupt.Its wananchi who will demand change.Change starts by punishing the crooks.How many times has Transparency International told us that Police department is the most corrupt entity in the country? How many police chiefs have you seen jailed.I am even surprised that a scandal has not yet unraveled in the police department .

I think these billions being reported might confuse Kenyans. If the documentation is not available, does it mean that the money is certified "MISSING" or stolen? Am following the NYS story elsewhere and apparently over 8 billion is alleged to have been lost. Yet the cases in court amounts to KSh 500 million. Where is the difference?
