US Green Card Lottery Registration to Cost $1

The United States will introduce a $1 registration fee for all entrants to the Diversity Visa (DV) Lottery programme, effective 16 October 2025.
This marks the first time a fee will be required to submit an application. The US Department of State announced the new policy just weeks before the expected opening of the registration period for the 2027 DV Lottery. While exact dates have not yet been confirmed, registration typically begins in early October.
The department stated that the new fee is intended to help cover the administrative costs of the programme, which until now have been borne primarily by those selected to proceed with visa applications. These applicants currently pay a separate $330 fee, which remains unchanged.
Each year, the DV Lottery makes up to 55,000 immigrant visas available to individuals from countries with historically low levels of immigration to the United States. In recent years, annual entries have reached approximately 25 million, placing significant pressure on government systems and resources.
Officials estimate the $1 registration charge will generate about $25 million annually. The funds will support improvements to data systems, security procedures, and digital infrastructure.
The department also notes that requiring a payment may help deter fraudulent mass entries, often submitted by unauthorised third parties. Although the fee is small, concerns have been raised about its impact on applicants in low-income regions.
Limited access to electronic payment systems and potential currency conversion fees could make it more difficult for some individuals to apply. The new fee structure reflects broader changes in the US immigration policy, including efforts to increase oversight and shift certain costs from government agencies to applicants.
A slight decrease in total entries is expected, which may slightly improve the chances of selection for those who do apply. Prospective applicants are advised to prepare by securing access to approved payment methods, using only official government platforms for registration, and assembling required documents in advance.
The Department of State also urges applicants to remain cautious of scams, particularly as fraudulent services may exploit the new payment requirement.
