Opposition leader Raila Odinga has insisted that Uhuru Kenyatta is a caretaker President.
The Orange Party leader said time to send Uhuru and Jubilee administration home had come, describing him as a lame duck president with no constitutional powers.
The former Prime Minister maintained that he was prepared for elections, adding that there will only be elections if their irreducible minimum demands are met by the electoral commission.
"There will be no elections if those who messed with the elections are still in office," Raila said.
"Some of our demands before we warmly accept any elections to take place in October includes new transmission equipment, the dismissal of OT Morpho and Alghurair," he added.
OT Morpho is the French biometrics firm that supplied IEBC with Kenya Integrated Elections Management System (KIEMS).
He also said that Nasa will not allow Dubai-based firm to print ballot papers for the repeat poll, claiming that it printed a lot of fake extra ballot papers that Jubilee have stuffed into ballot boxes and that is why they are now confidently demanding for a recount.
Raila said IEBC CEO Ezra Chiloba and several other officials were culpable and must vacate office before repeat elections are conducted.
"I am putting IEBC on notice that if our conditions are not met there will be no elections," Raila said.
The Nasa presidential candidate was speaking at Sihai village in Ugenya on Saturday during the burial ceremony of Maurice Odundo, a former KenGen accountant.
